The Town Plan is a policy document that presents a snapshot of the conditions in Richmond, a vision for the future, and a path to achieving that vision. Over time, a community's vision and goals may change and need to be re-clarified and confirmed. Conditions also change, so the Town's strategies and data also must be updated regularly. In order to ensure that the Town Plan remains a relevant guiding document, it is updated every five years.
